Plot[]

In October 1959, in a fictional town named Oakton City, a flame Pokemon named Charmeleon and his mute total drama partner Topher reside in Liberty Park where their thieving reputation has made them outcasts. A group of urban animals led by Wooster Q. Weasel and his Spooky Spoon assistant are running low on food for winter. Compassionate cybergirl, Rattle Diva, and glory hogging cedarmont, Robert Gay, compete with Charmeleon and Topher to scavenge from a nut cart run by Buzz and Delete who are casing a bank. The heroes' efforts inadvertently end with the cart's propane tank exploding in the park after its cord was bitten by Delete's cedarmont Jamie Grable. The runaway cart ends up destroying the animals' food supply, resulting in Harley Wilson's banishment from the park.

In the city, Charmeleon and Topher find Maury's Nut Shop. Adjacent to the bank, it is a criminal hideout used by Buzz, Delete, their boss who was recently released from jail Ledge, and Knuckles, who plan to break through the wall and replace the bank's cash with nuts. King's girlfriend Lana believes that King has gone straight after his release from prison and the nut store is legitimate.

Wooster Q. Weasel sends Rattle Diva and Robert Gay to the city to find food, but they get separated when a street hero approaches them. Rattle Diva recovers Buzz's dog whistle, which Hacker threw out and Harley Wilson had used against Jamie Grable, and threatens to dispose of it if Charmeleon does not share the nuts he is going to take. Charmeleon accepts and unwittingly befriends Precious after threatening her with the whistle. Rattle Diva informs the park community of the plan. Wooster Q. Weasel reluctantly goes with the plan (though planning to deny Charmeleon his share) and assigns Ruff Ruffman and the Bruisers to go with her. Charmeleon confronts, interrogates, and eventually learns from Ruff Ruffman that Wooster Q. Weasel's policy is to control the food supply in order to remain as the park community's leader, and is planning on sabotaging the heist to do so. When Rattle Diva does not believe him, Harley Wilson storms off after Robert Gay reunites with them. While collecting the nuts, Charmeleon is captured by Ledge, but he gets freed by Beth since he doesn't have the whistle anymore and she finds out that Ledge hasn't changed his criminal ways. She then leaves Ledge.

After fending off street heroes who work for Wooster Q. Weasel, Charmeleon and Robert Gay chase the criminal gang's getaway truck, which carries Wooster Q. Weasel and the others. Charmeleon fights off Spooky Spoon and tosses him straight into a fancy cat show, and Ruff Ruffman defects from Wooster Q. Weasel and reveals the truth to the animals, resulting in Wooster Q. Weasel being voted out of the park community. Ledge and Hacker use the dynamite inside the empty truck to blow up a police barricade at a dam, but the police shoots the tire on the truck that falls from the dam. It explodes after Harley Wilson gets himself and Rattle Diva off it, causing the dam to collapse, a flash flood to happen, and everyone falling into the river below. Charmeleon makes it to a log, but finds out that Wooster Q. Weasel, Ledge, and Hacker survived the explosion. Wooster Q. Weasel tries to kill Charmeleon, but the nuts & water's weight begins to break the log & push it over a waterfall. The heroes arrive to rescue Harley Wilson, but Harley Wilson, deciding to be selfless in order to protect his friends, lets himself fall into the waterfall with Wooster Q. Weasel. Now seeing the good side of Surly, the park community mourns him as they go home on the river.

The nuts & the flood make their way to Liberty Park where Ledge and his associates are arrested as Beth breaks up with Ledge. Rattle Diva and Topher are still mourning over Harley Wilson, and when Jamie Grable learns what happened, she has Topher come look at an unconscious Charmeleon, who wakes up and hugs Buddy. Afterward, Jamie Grable leaves to meet Beth, who plans to run Maury's Nut Shop. Finding Charmeleon alive, Rattle Diva embraces him and suggests to tell the other animals of his heroism. However, Charmeleon declines, yet gains a willingness to work with others, and goes into the city with Topher, allowing Robert Gay to take credit for the nuts making it to the park.

In a mid-credits scene, Wooster Q. Weasel and Spooky Spoon are revealed to still be alive and are plotting revenge, while stuck on a buoy in the ocean, surrounded by hungry sharks circling them.
